A paper, source record, agent artifact, review thread, or lab result arrives with locators and provenance.

Vela turns the material into a bounded proposed change against one frontier, not a hidden summary.

A reviewer accepts, revises, or rejects the proposal. Agent confidence never becomes truth directly.

Accepted decisions become canonical events. The field changes its state without losing the reason.
