Scientific work should not disappear into papers, chats, and logs. Vela turns it into reviewed frontier state: artifact, proposal, event, proof. The record beneath the literature.
The loop
Activity becomes state only after review.
This is the distinction Borrowed Light names. Science already produces artifacts. The missing layer is the reviewed state transition that lets the next person or agent inherit what changed.
Proposal
Vela turns the material into a bounded proposed change against one frontier, not a hidden summary.
Review
A reviewer accepts, revises, or rejects the proposal. Agent confidence never becomes truth directly.
Event
Accepted decisions become canonical events. The field changes its state without losing the reason.
Proof
The proof packet seals the snapshot, event log, source trail, and hashes so anyone can verify the change.

Every interaction with the substrate is one of these. Together they describe how a claim is deposited, evidenced, scoped, revised, linked, and propagated.
